According to the preliminary investigation, the illegal activity was organized by the head of the department of the medical institution. The organizer of the scheme involved attending physicians in extorting money from patients for providing services that are free of charge by law.

In particular, according to Ukrainian legislation, the purchase of prostheses, shunt valves is carried out with budget funds. The special service officers documented that the official received unlawful benefits in cash and personally distributed them among the doctors involved in the scheme.

It was established that the size of the bribe depended on the complexity and condition of patients and ranged from 86 to 400 thousand UAH. Law enforcers detained the perpetrator in the premises of the medical institution while receiving $ 11 thousand from a patient who needed to undergo surgery on the aorta. During the searches, the rough accounting, which was used to distribute the funds received from patients, was seized.

Within the framework of criminal proceedings under part 3 of Article 368 the detainee was informed of suspicion, and the issue of choosing a preventive measure is being considered.

Investigative actions are ongoing to establish all the circumstances of the offense and to bring to justice other persons involved in illegal activities. Measures to expose and block the corruption scheme were carried out jointly with investigators of the Main Department of the National Police in Odessa Region under the procedural guidance of the Odessa Regional Prosecutor’s Office.
