From April 1, only pharmacists registered with eHealth will be able to sell antibiotics

As we wrote, starting from April 1, 2022, all antibiotics registered in Ukraine will be dispensed in pharmacies only if the patient has an electronic prescription. All antibacterial drugs will be prescribed exclusively by doctors, who will write patients an electronic prescription. It should be emphasized that the e-prescription will note the active substance (and not the specific brand name of the drug), its dosage form and dosage.

The patient will be able to redeem the e-prescription at a pharmacy connected to the electronic health care system by selecting any of the available medicines containing the active substance indicated in the prescription. The e-prescription will be available from any physician, regardless of the existence of a declaration with a family physician. However, it is necessary to be registered in the electronic health care system in order to receive an e-prescription.

What a pharmacist needs to know?

A similar condition applies to pharmacies and health care facilities. In order to sell antibiotics, all employees involved in the e-prescription process must be registered in the e-health system. Otherwise, pharmacy staff will simply not be authorized to dispense antibiotics.

This means that by April 1, every pharmacist from pharmacies that sell antibiotics must register with the electronic health system.

According to Mr. Lyashko, this is an important part of the reform, as it is the tools of the e-health system that create conditions for ensuring safe and quality medical care and tracking data on the prescription and consumption of antibiotics in Ukraine.

From April 1 will have to give up paper prescriptions.

From April 1, third-tier medical institutions, as well as all departmental hospitals, including basedon the balance sheet of ministries, units of the Academy of Medical Sciences should switch to the principle of financing directly for the medical service provided. That is, they will receive only the money that “comes for the patient”. This means that medical institutions will have to learn to live in a state of constant competition.
