The health system has begun developing a professional standard for a chaplain

The developer will be the NGO “Association of Chaplains in Healthcare of Ukraine”.

The working group for drafting the standards will include representatives of different denominations and the Ministry of Health of Ukraine. The development is planned to be completed no later than February 2024. Applications for the development of draft standards can be found on the official website of the NAC.

The procedure for the development, implementation and revision of professional development standards was approved by the Resolution of the Cabinet of Ministers of Ukraine No. 37 dated May 31, 2017.

Chaplaincy in health care

Recall that recent years have been characterized by a number of steps towards the introduction of chaplaincy in the health care sector in particular:

  • Incorporating spiritual care into the National Classification of Medical Interventions NC 026:2021;
  • definition of spiritual support component of palliative care (order of the Ministry of Health from 04.06.2020 № 1308);
  • Assignment of responsibility for coordination of chaplaincy activities in the field of health care to the Public Council under the Ministry of Health on cooperation with the WCCIRO (order of the Ministry of Health from 15.06.2021 № 1207);
  • The beginning of the first clinical pastoral training programs;
  • inclusion of the professions of “chaplain in health care” and “chaplain assistant” in the National Classifier of Occupations DK 003:2010;
  • Introduction of the position of “chaplain in health care” in the list of positions of professionals with higher non-medical education working in the health care system (Order of the Ministry of Health of 30.09.2022 No. 1782);
  • The establishment of chaplaincy services and the first appointment of chaplains in health care to positions in health care facilities;
  • approval of qualification characteristics for the profession of “chaplain in health care” and “assistant chaplain in health care” (Order of the Ministry of Health from 25.01.2023 № 138).

In addition, the Ministry of Health of Ukraine has developed draft orders to approve the specialty of “clinical pastoring” and the beginning of cycles of specialization and thematic improvement in this specialty. A draft regulation on chaplaincy activities in the field of health care has been developed.

It is anticipated that these orders will be approved shortly.

Thus, we can state the fact of official recognition of chaplaincy in Ukraine as a profession and an important component of spiritual and psychological support of persons who are treated in health care institutions.
