The Ministry of Health of Ukraine by order No. 1495 dated 21.08.2023 (as amended) approved:
- List of medicines subject to reimbursement under the program of state guarantees of medical services to the population as of August 10, 2023 (effective August 31, 2023);
- List of medical devices subject to reimbursement under the program of state guarantees of medical services to the population as of August 10, 2023 (effective October 01, 2023).
At the same time the Order of the Ministry of Health of Ukraine No. 351 dated February 21, 2023 “On Approval of the Register of Medicines Subject to Reimbursement under the Program of State Guarantees of Medical Services to the Population as of February 14, 2023” became invalid.
The National Health Service of Ukraine within the framework of the program of medical guarantees reimburses medicines for the treatment of cardiovascular and cerebrovascular diseases in outpatient conditions, including primary and secondary prevention of heart attacks and strokes, diabetes mellitus and non-sugar diabetes, chronic diseases of the lower respiratory tract mental and behavioral disorders, epilepsy, Parkinson’s disease, as well as the cost of immunosuppressive drugs for people in the post-transplantation period.
Currently, the state reimbursement program has been expanded with medical devices (test strips for measuring blood glucose levels) and painkillers.
What’s on the List?
The List of medicines subject to reimbursement under the program of state guarantees of medical services to the population includes 492 medicines, including 72 insulin medicines and 9 items of combined medicines. At the same time, 192 drugs from the List are free of charge.
In particular, the medicinal product “Morphine” (tablets) (6 positions of the drug) of domestic production for the treatment of pain and palliative care was added to the List. Now palliative patients with severe diseases or requiring pain relief in the course of treatment will be able to receive analgesic medicines free of charge or with additional payment. In this case, 4 positions of the medicinal product are free of charge.
The List of medical devices subject to reimbursement under the program of state guarantees of medical services to the population includes test strips for measuring blood glucose levels of foreign manufacture (23 items of the product). At the same time, 2 items from the List are free of charge.
In accordance with clause 12 of the Procedure for Reimbursement of Medicines and Medical Devices approved by the Resolution of the Cabinet of Ministers of Ukraine dd. 28.07.2021 No. 854 “Some Issues of Reimbursement of Medicines and Medical Devices under the Program of State Guarantees of Medical Services to the Population”, the sale of medicines and medical devices subject to reimbursement and purchased by the date of approval by the Ministry of Health of the updated list of medicines subject to reimbursement and the list of medical devices subject to reimbursement is subject to reimbursement.
