From 2024, transplantation will be transferred to the Medical Guarantee Program

In 2019, at the initiative of the Trade Union Committee, the Verkhovna Rada adopted a legislative framework that launched the development of transplantation in the country. Even during the war, the development of transplantation continues at a record pace: in 6 months of 2023, 257 transplants were performed in Ukraine (+70% of the figure for the first half of 2022).

Quality standards

The pilot project focused on quantitative indicators. The NHSU has more requirements for service standards, quality indicators, and analysis of patient mortality. We have to gradually move from quantity to quality.

Data in the EHS

Today, not all institutions enter data into the electronic system. The information in the database should be available, in particular, for analyzing the quality of service provision.

Automatic queue formation in the USIS

The NSDC’s monitoring of the pilot transplantation project found that the queue in the UDIST did not take into account the priority. It is not up to officials to determine who should receive an organ transplant, but to the system in an automatic mode.

Operations should be conducted by specialized institutions

For example, the Heart Institute performs kidney transplants. Although the institution can focus on performing highly complex heart transplants. But a kidney transplant is a way to make more money, so they perform such operations more often.

Promoting donation

Posthumous donation and bone marrow donation are hardly ever discussed in the media. We need to conduct an appropriate media campaign.

UAH 973 million is allocated for the transplantation package in the UHIP-2024. There is still time to work on these problematic issues before the start of the transplantation industry in the UHIP.
