The new health minister has new deputies. The government portal has published orders appointing Andriy Semivolos and Viktor Lyashko to these positions.

First Deputy Minister – Andrei Semivolos

Andriy Semivolos has been appointed first deputy minister. The official is a native of Chernihiv. He was born in 1978. According to the official biography published on the website of the Ministry of Health, he has more than 25 years of experience in medicine. He is an oncology surgeon by specialty.

Education: graduated from Lugansk State Medical University, specialty “Medicine”, qualification – “doctor”. He did his residency at the Kiev Medical Academy of Postgraduate Education named after P.L. Shupyk. P.L. Shupyk.

He did not hold any managerial positions until 2015. And in 2015, he was appointed chief physician of the outpatient and polyclinic institution Kyiv City Children’s Diagnostic Center. In March 2019, he headed the Pilgrim Clinic.

Public activity was no less successful. In 2014, he headed the Independent Primary Trade Union Organization of the National Cancer Institute for a year and was deputy head of the Free Trade Union of Medical Workers of Ukraine.

From 2015 to 2016, he was an advisor to the Minister of Health of Ukraine on a voluntary basis. In September 2019, he was appointed First Deputy Minister of Health. He worked with Zoryana Skaletska.

Viktor Lyashko – Deputy Minister of MoH and Chief Sanitary Doctor of the country

Born on April 24, 1980 in the village of Osova, Dubrovitsky district, Rivne region. Graduated from the National Medical University named after A.A. Bogomolets in 2003. Mr. Bogomolets graduated from the National Medical University named after A.A. Bogomolets in 2003.

In 2015, he graduated from the National Academy of Public Administration under the President of Ukraine by correspondence. He received the qualification of Master of Public Administration in Healthcare.

Postgraduate education: 2017 – WHO Barcelona course on strengthening health systems to improve tuberculosis control and treatment.

2016 – listener of the thematic improvement course “Modern aspects of public health”, organized by the National Medical University named after A.A. Bogomolets in cooperation with the University of California (San Francisco). A.A. Bogomolets National Medical University in collaboration with the University of California (San Francisco).

2014 – Bureau Veritas. Obtained Food Safety System Certification 22000 of Food Safety Management System, recognized by GFSI (based on ISO 22000: 2005, ISO / TS 22002-1: 2009 and ISO 19011: 2011 Standards).

He was trained in the summer school “Management in the transformed health care system” (18-22.06.2014) and in two winter schools “Public Health in Ukraine” (18-23.01.2016 and 30.01-04.02.2017) with certificates signed by the Minister of Health.

From 2003 to 2010 he worked in the system of the State Sanitary and Epidemiologic Service of Kyiv region, from 2010 to 2013 he worked his way up from the Chief Specialist of the Ministry of Health of Ukraine to the Director of the Department of the State Sanitary and Epidemiologic Service of Ukraine. From March 2013 to February 2014 he headed the state institution “Kyiv Regional Laboratory Center of the State Sanitary and Epidemiological Service of Ukraine”.

From 2014 to February 2018 – Chairman of the public organization “Infection Control in Ukraine”. During this time, the organization implemented the grant project “Development and implementation of an optimal model of outpatient treatment of tuberculosis patients and their social support as an effective way to improve the results of tuberculosis treatment in Ukraine”.

From 2015 to February 2018, he was a public health consultant for the USAID HIV Services Reform in Action Project. From February 2018 to July 2019, he worked as First Deputy Director General of the Center for Public Health of the Ministry of Health of Ukraine.
