In 2024, the NHRI plans to introduce criteria for assessing the quality of rehabilitation services

“The system of rehabilitation services and planned changes were discussed with representatives of the NHSU, the Ministry of Veterans, public organizations and heads of medical institutions at the conference “Rehabilitation in Ukraine: new reality and opportunities” – said the MP.

The VR adopted the law of the Committee for Rehabilitation in Health Care. It stipulates that services are provided on the basis of a multidisciplinary approach from the first days of stabilization of the patient’s condition in accordance with the logic of the ICF biopsychosocial approach.

The PMG was expanded with two new packages for adult and child rehabilitation. Currently, 432 health facilities are contracted with the NHRIs for them. Since the beginning of 2023, 181,000 people have already received rehabilitation care.

We have started to actively involve social workers who, within the framework of the pilot project, accompany patients in 14 institutions after discharge from the hospital.

At the same time, according to Mr. Radutskyi, there are problematic issues in the field of rehabilitation that need to be addressed. For example, the NHRI records cases when in the electronic health care system doctors indicate that they provide rehabilitation services to 100 patients per day. It is clear that this is impossible.

Monitoring of the availability of rehabilitation specialists, who should work in the hospital under the terms of the contract, also showed that in reality there are fewer specialists than stated. Therefore, NHSI together with international partners is working on introducing KPIs for institutions providing rehabilitation services starting next year.

For 2024, UAH 5.5 billion is earmarked for medical rehabilitation in PMH, which is 1.2 billion more. It is important that these funds are used efficiently and patients are provided with quality services.
