On August 28, the website of the Ministry of Health published the draft order of the Ministry of Health “On Amending the Order of the Ministry of Health of Ukraine No. 360 of July 19, 2005”. The main purpose of this document, as explained in the Ministry of Health, is to rationalize the use of all prescription drugs on the one hand, and on the other hand – to strengthen control over the sale of these drugs in pharmacies and control over the work of pharmacists and pharmacy technicians.

What it’s for?

The draft order was developed in accordance with the decision of the National Security and Defense Council “On the state of the national health protection system and urgent measures to provide citizens of Ukraine with medical care” dated July 30, 2021 and enacted by the Decree of the President of Ukraine dated August 18. The full text of the order can be found at link.

The draft order radically changes approaches to the use of all prescription drugs. Thus, starting as early as April 1, 2022, prescription drugs can be sold only after the presentation of an electronic prescription from a specialized doctor. Paper prescriptions will be used until April 1, 2022.

In addition, by April 1, amendments will be made to regulations governing the rules for issuing prescriptions for medicines and medical devices, rules for the sale of medicines and medical devices from pharmacies and their structural subdivisions. Instructions on the procedure for storing, accounting and utilization of prescription forms will also be updated.

As explained in the MoH, this draft requires public consultations with the public. You can read the full text of the draft order by following the link.
