A new edition of technical requirements for the IS has emerged: the changes pertain to doctors and pharmacists.

By the decree of the National Health Service dated September 6, 2023, a new version of the technical requirements for the Health Information System (HIS) was approved, which includes certain changes.

All changes developed by the EHR implementation team are promptly reflected in the technical requirements for Medical Information Systems (MIS).

  • The State Enterprise “Electronic Health” has developed requirements for tracking electronic prescriptions for medical supplies by healthcare providers, as well as in pharmacy facilities.

For EHR users, there will be functionality for prescribing and redeeming electronic prescriptions for medical supplies.

Please note that starting in October, medical supplies such as glucose test strips for individual glucose meters will be included in the reimbursement program for the first time. These will be dispensed based on electronic prescriptions. The process of prescribing and redeeming electronic prescriptions for medical supplies (test strips) will be similar to that of medications and will be familiar to physicians and pharmacists who already work with other reimbursement categories.

  • Requirements for working with records of identified patients in the EHR have been updated.

These changes eliminate an error that prevented a physician from registering a patient in the EHR using an ID card and an incorrect UNZR number. Now, this option will be available.

  • Requirements for handling medical certificates for temporary disability have also been updated.

Changes have been made to the requirements for working with medical certificates for temporary disability, allowing for more convenient and accurate handling of these certificates.

The first change relates to specifying the duration of disability for the “Pregnancy and childbirth” category. Now, after indicating the “Date of onset of disability,” the physician will be able to choose one of the legally provided terms, which will automatically populate the “Date of disability end.”

This will simplify the physician’s work since they no longer need to manually calculate the duration of disability, reducing the possibility of errors and saving time in generating certificates for this category.

The second change involves automatic population of most data when creating clarifying medical certificates for temporary disability. This change is especially useful when multiple related certificates are required for an unidentified patient.

Please note that this change is a recommendation for MIS. Therefore, if the MIS implements this enhancement, physicians will no longer need to specify the start and end dates of disability or additional marks in the extended data section of certificates if applicable (marks indicating disability due to a workplace accident, violations of the treatment regimen, date of regimen violation, etc.).

This change will significantly simplify the physician’s work and minimize the risk of errors.
