1.Drugs procured by the facility

During inpatient and outpatient treatment Ukrainians are provided with medicines from the National List of Essential Medicines. These drugs must be purchased independently by institutions and cover the needs of patients by 100%. The National List includes drugs for the treatment of cardiovascular and infectious diseases, respiratory and musculoskeletal system diseases, chronic kidney diseases and so on.

You can check whether medicines are included in the National List using the “Medicines Control” service.

2.Affordable Medicines Program

Drugs under the program can be obtained by e-prescription from pharmacies with an agreement with the NHSI for outpatient treatment. The Affordable Drug Reimbursement Program includes drugs used for:

  • Cardiovascular disease;
  • Type I and II diabetes, non-sugar diabetes.
  • chronic obstructive pulmonary disease;
  • mental and behavioral disorders, epilepsy;
  • Parkinson’s disease;
  • immunosuppression needs.

Starting in late August, the program will add: test strips and pain medication for palliative patients.

3.Centralized procurement by the Ministry of Health

Drugs are purchased by the Ministry of Health and supplied to medical institutions in accordance with requests from health departments. In particular, these are drugs for the treatment of oncology, hemophilia, tuberculosis, cerebral palsy and the like. In total, these are 24 directions. You can find a list of medicines by clicking here

4. Local programs

Almost every locality has special programs to provide the population with free medicines. The cost of medicines is reimbursed from local budgets. These are mainly medicines for the seriously ill and patients with rare diseases.

You can check the availability of medicines at the information stands of medical institutions. Communal and state medical institutions must update weekly the list of medicines, consumables, medical devices purchased at the expense of state and local budgets, charitable activities and humanitarian aid. Also, information about available medicines in medical institutions must be published on the official websites of local authorities: health departments and offices.

If you are being asked for money or to buy medicines, call 16-77, the operator will help you file a complaint. Here you can find information on how to file a complaint yourself
